Japan asks us to inform Union member countries and their designated operators of the following:

Customs inspection of inbound mail in Japan is being strengthened as part of counter-terrorism measures, in connection with the convening of the Ise-Shima G 7 Summit this year, and the 2020 Tokyo Olympic and Paralympic Games. Therefore, Japan Post would like to request each designated operator’s cooperation in conducting a thorough inspection of the contents of all mail items, without exception, based on the Regulations of the Universal Postal Convention, ensuring that all these items are accompanied by all the required documents, and not accepting any dangerous goods.

Japan Post asks each designated operator to make effective use of its website to inform customers thoroughly of the following:

Please attach a customs declaration form to postal items containing goods, and provide accurate information on the contents for customs declaration.

In Japan, customs inspection procedures are being strengthened as part of terrorism prevention measures. As a result, postal items to which a customs declaration form is not attached, or on which the sender’s and recipient’s full names and addresses, the contents, the number of items and their value are not indicated correctly in English, French or Japanese on the customs declaration form (postal label), may be delayed or may be treated as items not fulfilling the conditions laid down in the Convention (article 18.1.1), meaning that they cannot be delivered and have to be sent back to the designated operator of origin in accordance with article RL 149.1 of the Letter Post Regulations.

Completion of customs declaration forms

Please attach a customs declaration form (form CN 22/CN 23, etc.where necessary.

Please provide specific descriptions of goods.

For example, instead of writing “clothing”, customers should give a specific description such as “jacket”, “pants", “t-shirts”, etc., and, instead of “gift”, a specific description such as “wine”, “doll”, and so on.

Please indicate the price, quantity and weight of each article.

Please indicate the currency (USD, EUR, etc.).

Where required, please attach the associated documents (such as invoice or receipt).
